The Gaggle Report: A Pilot-Driven Movement for Change
Competition pilots in paragliding, hang gliding, hike and fly, aerobatics and accuracy flying face recurring challenges from safety standards and governance gaps to equipment design and fairness in competition. Too often, these issues are discussed in isolation, and the feedback loops between "pilots, manufacturers, and institutions" remain slow and fragmented.
The International Free Flyer Pilots Union, hosted at https://gagglereport.org/, has been created to close that loop. It’s a "Working Community" that transforms the collective experience of pilots into "actionable, data-driven proposals" capable of influencing rules, design, and culture at every level of the sport.

Why It Was Formed ?
After the 2025 World Championships in Brazil, French team leader Julien Garcia and other representatives called for reform within CIVL, citing a lack of transparency and effective pilot representation. Together with co-founder Malin Lobb and an international working group (Theodoros Anagnos, Tilen Ceglar, Toni Crottet, Violeta Jimenez, Antonio Lopes Morales, Martin Scheel, Pal Takats, Louis Tapper, Fabien Zadora), they began developing a new, independent framework, one where pilots could speak with a unified, evidence-based voice.
The group’s shared values are clear:
