I find this situation completely crazy. CIVL representatives are employed and get a salary from the CIVL (I guess ?). CAT1 organisers are essentially a service supplier for the CIVL (at least, that's how I picture it in my head). They supply the service of organizing a CAT1 event. In what world does a service supplier pay a customer to be able provide him his services ? This is highly illogical to me. If anything, CIVL should financially support the organizer, not the other way around, and especially since the service provided by the CIVL to the organizer is little to nothing.
However I'm not too sure about the proposed solution. Since the CIVL representatives are employed by the CIVL, shouldn't the CIVL be entirely responsible for their expenses ? And then, if the organization requires additional services from the CIVL representatives, they pay the CIVL in one way or another.

Instead of weakening the organizing team to save costs, we should assign more tasks and responsibilities to the CIVIL stewards. Organizing a CAT1 Event ist komplex and demanding. In the event that an exceptional Situation arise which overhelm the orga, it is beneficial to have experienced stewards available who can step in and fill gaps. But yes - If 4 stewards are simply taking a vacation at the expense of the sport, it's better to reduce their number..
